Kadoa’s analysis of US EIA data put average residential electricity rates in 2025 at 17.8 cents per kWh for investor-owned utilities, 14.5 cents for public utilities and 14.1 cents for cooperatives. The investor-owned premium remained about 17% within the same state. Cooperative customers nevertheless had the highest monthly bills because they used more electricity. Differences in geography, taxes and other conditions mean these observational comparisons do not establish that ownership caused the price gap.
