OpenJDK’s JDK 28 development page lists targets including a value-object preview, an incubating JSON API, structured concurrency, and AOT code compilation. This describes development of the Java SE 28 reference implementation, not a completed release. Related JEP 544 explains using information from a training run in a native-code cache to reduce startup time, with JIT compilation continuing when needed. It does not turn applications into standalone executables. Reusing caches requires matching CPU architecture, supported features, and garbage-collector conditions.
