Nonprofit DNS resolver Quad9 said it plans to stop serving France on November 24 because of French court orders to block copyright-infringing sites and successive lawsuits. It argues that imposing regional blocking on a system that does not track users’ jurisdictions affects privacy and resolution results worldwide. According to related reporting, the court set the burden for noncompliance in a case involving 58 domains below the maximum requested by rights holders. An appeal is ongoing, and the technical method for withdrawing remains undecided. OpenDNS left France in 2024 for similar reasons.
