After a NASA safety advisory panel estimated that a Starship lunar landing mission would need about 22 orbital refueling launches, Elon Musk argued that 6–8 would suffice. The issues include the lander’s propellant needs, actual tanker delivery capacity, reuse and launch intervals. Public reporting is insufficient to establish whether both estimates assume the same tanker performance and mission conditions. Launch count affects operational complexity and timing, but either side’s projection is not itself a demonstrated mission capability. Actual orbital propellant transfer and repeated operations need separate demonstrations.

NASA advisers and Musk differ on Starship lunar refueling launch estimates
The assumptions behind the differing estimates are not fully public, so a lower launch count cannot be treated as a confirmed schedule.
