ICEYE and Nokia signed a letter of intent with Ukraine’s Ministry of Defence on October 22 to explore cooperation in space. The goal is to develop low-Earth-orbit broadband satellite communications capabilities in which the state owns and controls satellites, ground systems and terminals. The stated direction is greater resilience when terrestrial communications fail and less reliance on external services. The press release gives no number of satellites dedicated to Ukraine, budget or actual deployment schedule. It is a new cooperation initiative connected with controversy over restrictions on existing satellite services, but does not mean that it has already replaced communications networks in use.
